Abstract

This research examines the intervention of spatial planning regulations and tourism policies in protecting the creative economy ecosystem in Bandung. The primary issue addressed is how legal certainty in spatial planning affects the economic sustainability of local communities. Methodologically, this study employs an explanatory sequential Mixed Methods design. Quantitative data was collected through Likert-scale questionnaires from 60 valid respondents across four areas (Braga, Cihapit, Dago, Cilaki) and analyzed using multiple linear regression (SPSS). Qualitative data was extracted from in-depth interviews with MSME actors and the community, analyzed via thematic coding (NVivo). The results empirically prove that the Dynamics of the Urban Space Design Process (Variable X1) simultaneously and partially has a significant impact on the Effectiveness of Sustainable Tourism Infrastructure Development (Variable X2). Regulations prioritizing pedestrian rights and cultural heritage protection are proven to directly increase MSME revenue resilience. These findings recommend the need for Regional Regulation reform through a Pentahelix collaboration model that places legal protection for informal sector workers as the main pillar of future city branding, preventing gentrification, and ensuring spatial justice
