Abstract

The decline in environmental quality threatens human survival, even though the right to a good and healthy environment is guaranteed under Article 28H paragraph (1) of the 1945 Constitution of the Republic of Indonesia and Law Number 32 of 2009. To address the waste emergency, Presidential Regulation Number 109 of 2025 promotes modern and sustainable waste management. At the regional level, Chapter IV of the Bali Governor's Circular Letter Number 9 of 2025 requires villages/urban villages and traditional villages (desa adat) to implement source-based waste management, restrict single-use plastics, and enact Village Regulations or Pararem. Tegal Kertha Village faces challenges in waste management related to environmental law. This study aims to examine source-based organic waste management in Tegal Kertha Village in relation to the Circular Letter and environmental law, so that its benefits can be directly felt by the community. This study employs an empirical legal research method, using interviews, observation, and literature study as data collection techniques, and is descriptive in nature. The results show that waste is sorted into organic, inorganic, and mixed waste. Organic waste is processed into compost through shredding, piling in special bins, and sieving after approximately one month, and is then used by households as plant fertilizer. Mixed waste still requires separate handling at the village-level waste disposal site (TPSS) or the final disposal site (TPA). Environmental law counseling and composting training support community participation, improved services, public tranquility, and the village economy.
